Hyogo’s First International Five-Star Hotel: “Conrad Kobe” (Tentative Name) to Debut

It has been reported that Hilton’s top-tier brand Conrad will enter Kobe, Hyogo Prefecture.
Under the tentative name “Conrad Kobe”, the hotel is planned to occupy the upper floors of the new Kobe City Hall Main Building No. 2, which is currently being rebuilt.

The opening is scheduled for FY2029, drawing major attention as the prefecture’s first “international five-star hotel.”

Three Key Highlights

1. A Mixed-Use Super High-Rise in the Heart of Kobe

This project is a redevelopment aimed at rebuilding Kobe City Hall Main Building No. 2. Upon completion, the tower will have 24 floors above ground and 2 below, with a height of approximately 125 meters.
This makes it one of the tallest buildings in central Kobe and a new landmark expected to reshape Sannomiya’s skyline.

The structural system combines steel (S), reinforced concrete (RC), and steel-reinforced concrete (SRC), further enhanced by a mid-story seismic isolation system to boost disaster resilience and quake performance. Even in emergencies, both governmental functions and private facilities will be able to operate stably.

Balancing the robustness required of an urban disaster-response hub with a façade that harmonizes with the cityscape, this mixed-use super-tall will become a new “face” of central Kobe.

2. A Symbolic First: Kobe’s Debut International Five-Star Hotel

Known as Hilton’s pinnacle brand, Conrad is expected to open in its third Japanese city after Tokyo and Osaka, becoming the first international five-star hotel in Hyogo Prefecture.

In recent years, Kobe City has been rebuilding its global city brand with a focus on strengthening “tourism and MICE” functions. Conrad Kobe is expected to play a central role.
Beyond leisure travel, the addition of a luxury property capable of serving international conferences and corporate demand will elevate the overall grade of central Kobe.

The lobby and guest rooms are planned for the upper floors, offering sweeping views of Kobe Port and Mt. Rokko—spaces that fully immerse guests in the allure of Kobe, a city embraced by sea and mountains.

3. Urban Regeneration × Hotel Development Driven by Public–Private Partnership

What makes this project especially noteworthy is that it is not merely a hotel build; it advances as an urban regeneration initiative through public–private partnership.
Based on Kobe City’s “Basic Concept for the Redevelopment of Main Building No. 2,” a consortium led by ORIX Real Estate has been selected as the project entity, with government and private sectors jointly promoting downtown revitalization.

The program places city hall functions and civic spaces on the lower floors, offices and retail in the middle, and the hotel on the upper floors.
This multi-functional complex brings government, business, tourism, and civic activity under one roof, creating a new urban hub where residents, visitors, and companies intersect.

Furthermore, the project budget has expanded from approximately ¥11.0 billion to ¥17.3 billion, underscoring Kobe City’s strong commitment to revitalizing its core.

Surrounding Area

Sannomiya’s core, the Former Foreign Settlement, and Kobe Port are all within walking distance, enabling quintessential Kobe experiences such as portside strolls and Mt. Rokko night views.
Access to Kobe Airport is also convenient, making the location ideal for both leisure and business.
